 Mr. Downey has extensive experience in applying his expertise in working with “C”-Level, Board, Executive Management and financial, legal services professionals, as well as government representatives and trade organizations. An experienced ADR practitioner, he is a leading proponent of online dispute resolution in cross-border transactions.

2006-2008 Projects:

 Independent analysis of operational management procedures and capabilities of a 3rd Party Logistics Provider (international shipping, warehousing and delivery transportation) for a US firm expanding its footprint in the Middle East and Persian Gulf. In addition to cost, efficiency and capability of management concerns regarding security were addressed. (2008)

 Conducted a due diligence review of potential business partners and suppliers in Asia as part of a strategic initiative at a closely – held corporation to out source development of proprietary software. (2008)

 Provided a US Trucking Industry Primer for a London Based investment firm including basic concepts, regulatory concerns, and highway infrastructure and growth projections. (2007)

 Independent political analysis of the prospects of a North American Union, as envisioned in the Security and Prosperity Partnership of North America for a Brazilian based investment group. (2007)

 Provided an economic and political risk analysis of European real estate developers engaged in developing distribution parks in Eastern Europe, for London based financial firm. (2007-2008)

 

 Coordinated relocation of warehousing and store delivery functions (3PL) for a major off-price retailer, including facility permitting and licensing, driver retention and implementation of incentive pay package for drivers. (2006-2007)


 Instituted an aggressive safety management program featuring corporate management participation and achieving 50% reductions in vehicle accidents and a 75% reduction in worker’s compensation claims. (2006)

 

Present Initiatives & Projects

 

Trade Compliance - review of import policies and procedures to restrict regulatory compliance exposure.

Fuel & Energy - working with clients to identify practical ways to reduce consumption and costs through purchasing, technology and employee training.

Employment & Labor - Measuring worker performance, warehouse layout and organization to manage labor costs.


Continuing and Ongoing Support and Assistance Projects:

 Equipment and facility specifications, leases and contracts, covering automobile, aviation trucking and office/warehouse requirements, including negotiation, rate audits and dispute resolution.

 Advise counsel and management on global trade & regulatory compliance policy management on

                 U. S. Regulatory Enforcement Actions regarding Export - Import, Surface Transportation Safety, Immigration & Customs and Transportation Security

 Assist in preparing and reviewing Requests for Proposals for logisitcs services for retail, beverage consumer goods

 Contributed research and public comments on the subject of Hours-of-Service for the National Private Truck Council, as a member of NPTC’s Safety Committee.

 Assisted in founding and organizing Web Dispute Resolution Corporation.
 Represented Web Dispute Resolution Corporation in public policy discussions on Cross-Border Transactions and Dispute Resolution at conferences sponsored by the Federal Trade Commissions
